Terms of Use
Effective date: October 5, 2026
Acceptance of these terms
By accessing the Keshr website or by messaging the reporting line by text message or WhatsApp at +1 833 858 2039, you agree to these Terms of Use. If you do not agree, please do not use the service.
What the service is
Keshr is an incident intelligence platform operated for community security organizations. It lets members of the public report safety or security incidents and lets authorized personnel of those organizations record, review, and manage incident reports.
Keshr does not dispatch emergency services. The service is not a substitute for calling 911. If this is an emergency, or if a crime is in progress, call 911.
Acceptable use
You agree to use the service only to report incidents and related matters in good faith. You agree not to:
- Submit false, misleading, or hoax reports
- Harass, threaten, or intimidate anyone through the service
- Impersonate another person or organization
- Attempt to access data or accounts you are not authorized to access
- Probe, scan, or test the vulnerability of the service without written permission
- Use automated tools to send bulk or repetitive messages to the reporting line
- Use the service for any unlawful purpose
Reporting by text or WhatsApp
Message frequency varies by conversation. By messaging the reporting line, you consent to receive replies about your report, such as an acknowledgment with a reference number and follow-up questions needed to complete it. We do not send marketing messages.
Reply STOP at any time to opt out of further messages. Reply HELP for help. Message and data rates may apply.
We reserve the right to limit or block numbers that misuse the reporting line, including for harassment, hoax reports, or repeated false statements.
Accuracy of reports
You should report only information you believe to be true and accurate. Knowingly submitting a false report may violate applicable law, and serious false reports (such as false threats) may be referred to law enforcement.
Reports are reviewed by authorized personnel before any action is taken, and no report, on its own, establishes that an incident occurred as described.
Content you submit
You retain ownership of content you submit, such as photographs, videos, and audio recordings you have taken. You grant the operating organization and Keshr a limited license to store, reproduce, and use that content solely to operate the reporting and intelligence service, including producing internal reports and alerts.
Do not submit content that you do not have the right to share, or content that is unlawful, threatening, harassing, defamatory, or that infringes another person's rights or privacy.
Intellectual property
The Keshr name, logo, software, and the content of this website are owned by Keshr or its licensors and may not be copied or used without permission, except as needed to use the service.
Disclaimer of warranties
The service is provided "as is" and "as available" without warranties of any kind, express or implied, including warranties of accuracy, availability, or fitness for a particular purpose. Incident data depends on information provided by reporters and reviewed by personnel, and may be incomplete or inaccurate.
Limitation of liability
To the fullest extent permitted by law, Keshr and the organizations that operate reporting lines will not be liable for indirect, incidental, special, consequential, or punitive damages, or for any loss arising from your use of, or inability to use, the service.
Termination and changes
We may suspend or terminate access to the service, in whole or in part, at any time, including for violations of these terms. We may update these terms from time to time; the effective date below shows the current version, and continued use after changes are posted constitutes acceptance.
Governing law
These terms are governed by the laws of the State of California, without regard to its conflict-of-law rules.

Questions about these terms can be directed to the organization that operates your reporting line, or by message to +1 833 858 2039.
